Ohio House Bill 14:
Regards equal parental time and responsibilities for a child

Ohio House Bill 14, the "Children Need Both Parents Bill," is a crucial piece of legislation that recognizes the importance of involving both parents in a child's life helping to establish equal parental time and responsibilities. However we believe the Bill should be modified to 51% Mother, 49% Father, therefore primary custody is initially awarded to the mother to compensate for child birth.

  • Modify the proposed Bill from 50/50 to 51% Mother, 49% father
  • Collect signatures in support of this important change to the Bill


We propose a change where automatic joint custody is granted to both fit parents - ensuring fair parental involvement while prioritizing the best interests of our children. We urge lawmakers in Ohio to take action on this matter immediately.


The 2% time differential between the parents is insufficient to negate lifestyle patterns and activities that either one of the parents may have implemented for the child. It simply establishes an authoritarian mechanism, if necessary, to keep peace between the parents. There is enough time for each parent to raise the child and not just visit.

“Based on data, some scholars have declared ‘fatherlessness,’ an epidemic worthy of attention as that of a national emergency. Children from fatherless homes, are poorer, more involved in delinquency and criminal behavior, more likely to abuse alcohol and drugs, more likely to drop out of school, have increased health and emotional problems resulting in the fact that they are twice as likely to commit suicide. Boys are more likely to become involved in crime, and girls are more likely to become pregnant as teens.”


It's past time for automatic joint custody for both fit parents with primary custody---- 51% awarded the mother, and 49% to the father. The 51% to the mothers both compensates for the health risks to the mothers connected to pregnancy and acknowledges the unique bond between mother and child through that pregnancy. A 51-49% time differential in custody allows both parents to parent their children and not just visit. The two percent differential is insufficient to negate lifestyle patterns and activities that either parent implements with the child. It simply establishes an authoritarian mechanism, if necessary, if a decision must be made for the health and wealth of the child to keep the peace between parents so the kids, parents and the citizens in this country can have the best lives possible.


My name is Sharon Washington.  I am a retired high school principal who spent considerable time with students who were raised by a single parent—mainly mothers—and some time with students who had access to both parents. The students who had access to both parents were astounding. They possessed a casual confidence. The future was theirs.  They simply had to select their career of choice and follow the steps.  Contrast that to the students who had limited access to fathers if at all.  They possessed a brash bravado.  They lived in the moment wanting to be seen and acknowledged and made sure everyone knew that they were there and mattered. The data that I referenced made it clear that it would be difficult for some of them to have the best lives possible.
